The international conference entitled “The Alliance to Prevent a Great War,” organized by the World Civilizations Initiative Research Center, was held at the Meyra Palace Hotel in Ankara on 18–19 July 2026.
UWI will present the speeches held on the conference during the coming days.
The conference, which featured presentations by speakers from Azerbaijan, Belarus, France, Germany, Greece, Iran, Italy, Japan, Russia, the Sahrawi Arab Democratic Republic, South Africa, Spain, Switzerland, the Turkish Republic of Northern Cyprus (TRNC), Türkiye, the United Kingdom, and the United States, was attended by approximately 200 distinguished invited guests.
Ministers, members of parliament, ambassadors, retired generals, scholars, politicians, diplomats, military officers, and experts examined the question of the “Alliance to Prevent a Great War” from a wide range of perspectives.
Below, we present the speech of Habib Eksik.
Mr. Session Chair, Honorable Ambassadors, Honorable Ministers, Distinguished Scholars, Respected Guests,
I extend my most sincere respects to this distinguished delegation in search of international politics and peaceful coexistence.
Today, we are gathered here at one of the most critical crossroads of international relations discipline to analyze the future of the global order. The historical juncture we are experiencing is not a simple cyclical fluctuation; it is a paradigmatic juncture where the fourth industrial revolution, artificial intelligence, quantum technologies, and biotechnology are structurally reshaping the international system. However, the immense technological capabilities brought by this new era are being turned into instruments of global monopolization and new waves of colonialism by the Atlantic-centered hegemonic block and militarist centers.
This process, read through the “security dilemma” and “power transition theory” in international relations literature, is essentially based on a strategy of usurping the future of oppressed peoples. Today, next-generation elements such as data, artificial intelligence, semiconductor technologies, rare earth elements, and space infrastructure have been transformed into tools of hegemony for global capital. To maintain its technological and economic dominance, the imperialist system consciously sabatoges the development dynamics of the Global South and the Middle East.
Precisely at this point, highlighting “time” as the most strategic resource of our era—just as raw energy is—is an academic necessity. When the structural breakdown of the escalating war in Eastern Europe today is conducted, the naked truth before us is this: Through this war of attrition, global power centers aim to deprive one of the region’s strong states of the “time factor,” which is its most critical gain on the threshold of a new era to advance in technology. A similar geopolitical siege scenario is being operated over ancient neighboring peoples and the Middle Eastern geography. The sole purpose of the war scenarios fueled in the region targeting ancient neighboring peoples is to historically leave the region’s peoples behind through conflicts on the threshold of this new era, to steal their time, and simultaneously place strategic energy resources and trade routes under hegemonic control.
Regrettably, the primary executive organ of this aggressive doctrine in the field is the Atlantic alliance. Having long lost its historical function, this Atlantic military alliance today has become the center of aggressive policies conducted against multipolarity, rather than a force for peace across the world. This mind, which manipulated civil politics through “Gladio-type hegemonist” structures in Europe during the Cold War era, has today transformed into the power to execute global Gladio policies, unfortunately turning into a center of evil militarism that has completely forgotten moral values.
Distinguished Participants,
These Gladio structures, through the war and security-centered policies they conduct, do not merely destabilize borders; at the same time, they fundamentally corrupt the income distribution among peoples within countries. An economic-political system is operated that destroys internal peace, relying on further enriching privileged elites created by capitalist modernity rather than labor. This system of exploitation, which prevents workers and laborers from receiving their deserved share of the surplus value they produce, allocates all global resources and riches to war machines and hegemonic imperial powers that feed Gladio structures.
Therefore, against these evil forces that attempt to act as trigger-fingers for these aggressive mindsets and forget moral values, immense historical responsibilities fall upon all peoples of the world today. It is an undeniable truth that there is an urgent need for a counter-mechanism—a new alliance—against global tyranny.
However, this “Alliance to Prevent a Great War” we propose is not a conventional military pact imposed by realism. Nor is this alliance a State Alliance to be developed against the colonialist state mind; this alliance must be a rooted Peoples’ Alliance. This new global architecture, based on great social solidarity, must naturally possess a deterrent SELF-POWER within its structure against global tyranny. Yet, the primary legitimate purpose of this deterrence is not to expand territory with imperialist ambitions, but to protect our world—and even our planet—from these crazy aggressors on a moral and political battleground in the new era.
At this point, the new alliance to be formed must first prioritize peace that eliminates artificial hostilities through solidarity among peoples and establish networks of social and human solidarity. Equal and fair sharing of resources and wealth, establishing social welfare and a dignified life, and completely eliminating poverty are the fundamental goals of this alliance. Pioneer and encouraging policies must be pursued, particularly regarding the sharing of knowledge and the creation of communal networks to eliminate poverty. This approach will provide the strongest incentive for building a MORAL-POLITICAL WORLD against corruption and depravity in administrations.
In this context, especially in the Middle East, this new alliance must maintain its communication and solidarity channels at the highest level and with great strength with all peoples—first and foremost the Kurds, who historically have been condemned to great injustices. Thus, this communication network to be established by the peoples from the ground up will become the most unshakable moral-political barricade against global hegemony.
Distinguished Academicians, Dear Friends,
The most radical change in the international security paradigm is the clear revelation that security no longer consists merely of protecting physical borders. In this era dominated by cyber threats, ecological crises, and asymmetric warfare, a country’s external security is directly linked to its internal democratic structure. Therefore, the sole element that will strengthen the IMMUNE SYSTEM OF STATES is the institutionalization of internal peace. Establishing internal peace within countries is now a vital necessity. The establishment of this internal peace can only be achieved by liquidating assimilative, monist structures, bringing democratic societies into existence, and living together within a pluralistic, egalitarian peace. No structure that fails to democratize internally and make peace with its own people can resist the global imperialist wave.
The current international legal order, on the other hand, is in complete bankruptcy. There is an urgent need for a new international law against ambitious administrations that trample universal law by acting with an “everything is permissible for me” mindset, treating their local and national courts almost like “planetary courts.” What will ensure the operation of this new law—which will be based not on the law of the mighty, but on the power of law and the justice of peoples—will again be this new moral-political Peoples’ Alliance that we propose. Naturally, a legitimate self-power is also needed to enforce this law.
Building this fair order and new law is a historical duty that none of the 6.6 billion people living on earth can escape. Everyone on earth bears direct responsibility for securing this alliance—in the person of the women kidnapped and civilians massacred by ISIS barbarians in Rojava and Iraqi Kurdistan, the children killed by colonialist bombs in Palestine, the children who drowned in dark seas on migration routes in search of a better life, and the young girls torn apart by cross-border operational bombs while in their beds, their safest place, in school dormitories in Iran. This is the most fundamental debt of humanity that we all have to pay to those children, those innocent lives, and all of humanity. If we do not display a moral-political stance and unite against these sufferings, the technology of the new era will only serve to produce larger massacres in this new era.
Respected Guests,
The Middle East is the most micro and most vital laboratory of this structural transformation. The artificial borders and nation-state crises imposed on these lands by the hegemonic mindset have pitted peoples against each other, leaving an open door to imperialist interventions for centuries. Yet, the region’s peoples can reclaim their position as historical subjects not by turning into proxy forces of colonialist centers, but by living together on the ground of a democratic confederalism. Turks, Kurds, Arabs, Persians, and all ancient peoples of the region are stakeholders in a shared future.
In this framework, if we are to speak of a lasting anti-imperialist barricade in the Middle East, the democratic, peaceful, and equal coexistence-based inclusive solution of the Kurdish issue is the keystone of regional stability. Precisely in this context, it is necessary to acknowledge from this podium the philosophical and political value of the paradigm developed by Mr. Abdullah Öcalan—the founding leader of the PKK who has been held in prison in İmralı for many years—on regional stability and global peace modelings. Mr. Öcalan developed the theses of “Democratic Nation” and “Democratic Confederalism” against the structural crises produced by capitalist modernity and nation-states.
By clearly putting forward the peace and democratic society process—that is, the social integration model—that Türkiye should conduct, he drew the roadmap for disarmament and democratic negotiation. His calls regarding these peace and integration processes at various times, along with his analyses toward the central administration and the people of North and East Syria, as well as the YPG, meeting within the territorial integrity of the country on the basis of a democratic compromise and constitutional guarantees in the Syrian theater, are concrete reflections of this vision.
Even more importantly, Mr. Öcalan’s geopolitical warnings—stating that all Kurdish dynamics in Iran and the region must not become part of external imperialist interventions, especially forces conducting aggressive and hegemonic policies in the region, and that the region’s peoples must rely on their own self-power—are of a nature that pre-identifies the dangers we face today. These thoughts are the moral and political compass that will remove the Middle East from being a playground for great powers and defend the shared future of the peoples. Because no people should be turned into a part of the hegemony competition of colonialists.
Distinguished Participants,
The roadmap of this great alliance we propose rises upon six fundamental pillars:
Reconstruction of international law by stripping it of selective applications,
Sovereign equality of peoples and living in peace,
Internationalist solidarity of peoples transcending borders,
Nationalization of technology and science to be offered for the common good of humanity through communal networks,
Fair sharing of energy lines by removing them from being objects of capitalist exploitation,
Creation of democratic, pluralistic societies where all different social segments feel themselves as equal and dignified citizens by ensuring democratic internal peace.
In conclusion; humanity today stands on the threshold of a new era. This era will either be an era of peace and shared prosperity where artificial intelligence, space research, and science are liberated from colonialist monopolies and poverty is eliminated through communal solidarity, or it will be dragged into a global disaster at the hands of imperialist decay. We stand on the side of democratic politics, not militarism; fair cooperation, not hegemony; and the pluralistic partnership of peoples, not monism. The strongest alliance that will prevent great wars is not hypocritical diplomatic texts signed by sovereign elites, but the alliance of the common conscience, common mind, and self-power of all oppressed peoples and every person who remains faithful to the memory of the children we lost in Palestine, the Middle East, the Mediterranean, and Iran.
I would like to conclude my words with that universal principle that has always been a guiding light for peace to take root in these lands: Without a dignified internal peace, a lasting peace in the world cannot be built. Good people must be braver than bad people.
With this belief, I hope our conference offers an intellectual and practical contribution to regional peace and strategic solidarity among peoples, and I greet you all with respect.
